All NATO countries have committed themselves to increasing defense spending by 5%

All NATO member countries, including Spain, have reaffirmed on Wednesday their "commitment to collective defense" and will invest 5% of their GDP in defense by 2035.
This is expressed in the statement made public after the end of the Hague summit, a document which contains no clear exceptions for countries such as Spain and which states that the allies are committed to raising spending to 5% of their GDP due to 'deep threats and challenges to security'.
It particularly mentions Russia's long-term threat to Euro-Atlantic security and the persistent threat of terrorism.
