Gipuzkoa's rental reference price index will be operational in July
Gipuzkoa will be the first territory to know the rate of regulation of rental prices in strained areas. On the other hand, Bilbao has postponed its declaration as a strained zone to July and Vitoria will begin processing in September.
Housing Counsellor Denis Itxaso has confirmed in the Basque Parliament that the Provincial Council of Gipuzkoa has been the first to complete the technical process and to send the data to the Ministry, which will enable theinstrument to be activated to implement rent control measures in the tense areas of the territory.
As a result, the price of new contracts will be regulated in areas where market pressure has raised rents. The index will mainly affect homes held by large holders and those placed on the performance market for the first time.
The declaration of Bilbao as a tense area, initially scheduled for July, will be delayed until autumndue to an allegation made by Elkarrekin Podemos, which affects the municipal action plan and delays the implementation of the measures, while Vitoria is the only capital that has not begun the procedure and will do so "soon", according to Itxaso.
At present, San Sebastián has already been declared a tense area and will enter into force following its publication in the Official Gazette of the Basque Country. Barakaldo, Irun, Zumaia or Errenteria apply these measures, while Hernani or Zestoa continue to process them.
The Housing Department estimates that by the end of the year more than 48% of the Basque population (more than one million people) will live under the protection provided by these measures. The Basque Government has defended the model applied, based on cooperation with municipalities and a three-year plan to increase the supply of affordable housing.
