Euskadik babes ofizialeko 1.000 etxebizitza berreskuratuko ditu irailetik aurrera
Erabaki "estrategikoa" da, Euskadiko etxebizitza-parke babestua indartzeko eta, aldi berean, 20 milioi euro inguru sartzeko aukera emango duena. Diru hori alokairu-erregimeneko etxebizitza publiko berriak eraikitzeko erabiliko da oso-osorik.
Denis Itxasok, Etxebizitza eta Hiri Agendako sailburuak iragarri duenez, babes ofizialeko kalifikazioa (BOE) galdu zuten 1.000 etxebizitza berreskuratzeko prozesu bat hasiko da irailean. Hasiera batean babestu gisa kalifikatutako etxebizitzak dira, baina azalera eskubidearen erregimenpean lurzoru publikoan eraikita daudenez, denborarekin izaera hori galdu eta merkatu librera pasa ziren.
Itxasok zehaztu duenez, azalera eskubidea egungo jabeei saltzean oinarrituko da neurria, eta horiek, trukean, beren etxebizitzak BOE gisa birkalifikatzea onartu beharko dute.

Diru hori guztia alokairuko etxebizitza publiko berriak eraikitzeko erabiliko da oso-osorik. Jabeek, batez beste, 20.000 euro ordaindu beharko dituzte etxebizitza bakoitzeko.
2003tik indarrean dagoen araudiak babes mugagabea ezartzen du, eta horrek 9.445 etxebizitzari eragiten die gaur egun Euskadin: 4.619 Bizkaian, 3.478 Gipuzkoan eta 1.348 Araban.
Sailak eraikinaren guztizko balioa kalkulatuko du indarrean dagoen babes ofizialeko etxebizitzen gehieneko prezioa aplikatuz, eta balio tasatu horri % 10eko koefizientea aplikatuko zaio, lurzoruaren prezioaren arabera. Balio hori proportzionalki banatuko da higiezin bakoitzaren partaidetza-kuotaren arabera.
Itxasok neurria defendatu du, etxebizitza-merkatuaren tentsioak eragindako “orainaren urgentziari” emandako erantzun gisa. Gaur egun, Euskadik, 65.304 higiezin publiko ditu.
Formula hori iraganean ere erabili zen, eta emaitza desberdinak lortu ziren. Orain arte, 4 591 etxebizitzako lurzorua saltzea lortu da. Oraingo honetan, Exekutiboak benetako inpaktua ebaluatu nahi du, 1 000 etxebizitzara mugatutako hasierako fasearekin, etorkizunean handitzeko aukerarekin.
Birkalifikatu ondoren, etxebizitza horiek ezin izango dira saldu Eusko Jaurlaritzak ezarritako prezioetatik kanpo, eta Jaurlaritzak zehaztutako salmenta-prozedurari jarraitu beharko diote. Hala ere, etorkizunean eskuratzen dituztenek, jabetza osoa lortuko dute, lurzorua barne.
