Hondarribia's exclusionary Alarde leaves the process of dialogue to resolve the conflict
The Hondarribia City Council reports that the Association for the Promotion of the Heritage of the Alarde de Hondarribia (HAOSE, which restricts the participation of women) has abandoned the process of dialogue initiated to seek a solution to the social conflict surrounding the Alarde. The City Council considers the decision to be "concerned" because the process offered the possibility of building a shared solution to the historical conflict in the locality.
According to the City Council, in recent months HAOSE has informed him of the suspension of the mediation process. Following this, the City Council has held meetings with HAOSE and the Jaizkibel Company to clarify the situation and try to maintain the path of dialogue that has arisen from the agreement. However, the objective, as always, would be to start the dialogue, although this has not been achieved at the moment.
The process of dialogue began on 2October 2025 through a trilateral agreement between the City Council, HAOSE and the Jaizkibel Company, which sought to address the social conflict surrounding the Alarde through professional mediation and to promote understanding between the various actors.
The process began under the leadership of the BaketikFoundation. The City Council recalls that the foundation was appointed as a mediator approved by the three parties and that in the initial phase four bilateral meetings were held: two between the City Council and Jaizkibel, and two between the City Council and HAOSE.
The Municipal Government stresses that the solution to the Alarde must be "solid, sustainable and stable", for which it considers it essential to reach agreement and dialogue between the various actors, and stresses that the process is not limited to relations between HAOSE and Jaizkibel; that citizen participation, the Bureau of Spokespersons, the Interinstitutional Bureau and the Equality Bureau of the City Council are also part of the solution.
The Baketik Foundation has also shared its assessment of the process. Experience shows us that the processes of dialogue in conflict situations are not linear: they require work, commitment and time . And the steps taken so far have shown that there is a will to overcome past tensions.
On the eve of the Alarde, the Hondarribia City Council has reiterated that it will continue to build the conditions for a shared solution to the social conflict, calling for calm, responsibility and respect for the citizens and all actors, and calling for the channels of dialogue opened in recent years to be preserved.
