The Ministry of Agriculture, Fisheries and Food (MAPA) has today ordered the confinement of all poultry farms in Spain that are breeding in the open to prevent and control pollution by avian influenza.

This new decision extends the confinement of birds throughout the country, which since last Monday affected some 1,200 Spanish municipalities considered to be areas of special risk and surveillance, in order to avoid contact with infected migratory wild birds.

According to the Ministry, preventive measures against avian influenza must be strengthened, as the risk of the spread of highly infectious disease  has increased.

In an order published today in the Official Gazette of the State (BOE), the Spanish Government has established the confinement of open-air poultry farms in any breeding method, including organic farms and self-consumption farms, as well as methods of direct sale of eggs or meat to the end consumer.

Thus it is prohibited to breed and keep open poultry and other captive birds; however, where this is not possible, the authorities may permit the maintenance of open birds under certain conditions.

Where the farm cannot be confined, the authorities may authorize the installation of canvases or any other device preventing the entry of wild birds that feed inside the facilities or in a shelter that prevents the arrival of wild birds and contact with food or water for poultry.

In addition, the breeding of ducks and geese is prohibited; the delivery of water to poultry from reservoirs where wild birds may enter, except when water is treated; and the presence of poultry or captive birds in animal concentration centres, such as livestock competitions, exhibitions and cultural celebrations.
