B vehicles will not be able to enter the low-emission zone in Bilbao from this Monday
Vehicles designated as B will no longer be able to enter the Bilbao Low Emissions Zone (CSR) from this Monday, one year after the entry into force of the measure affecting vehicles A and unlabelled. During this period, air meters have detected a "decrease in polluting agents" and 3,000 fewer cars enter the city centre.
Over the past twelve months, the number of B vehicles circulating within the CSR hasdecreased from 45% to 34% of the absolute amount.
Mobility and Sustainability Councilor Nora Abete explained last Friday that B vehicles will not be allowed into the said area from 1H to Friday, from 07:00 to 20:00, with exceptions .
Citizens registered in the low-emission zone prior to 14 June 2024 will have access with vehicle B, such as those carrying persons with mobility problems, classic vehicles, emergency and basic vehicles, and motorcycles with a maximum speed of less than 50 and a maximum speed of 45 km/h.
Users of the rotation parking lots of Pius Baroja, Azkuna Zentroa, Euskadi Plaza, Indautxu Plaza, Unamuno Institutua, Zubiarte and El Corte Inglés may also be included.
The period shall also be extended to residents who have their vehicle rented or rented, and to residents who have it in renting, leasing or on behalf of the company.
In addition, Abete announced that those who do not buy a car within two years after takingthevehicle to the scrap shop will have a free payment for two years at Bilbobus and Bilbaobizi.

The City Council, which last Friday provided data for the last year, reported that in May 2025, more than 3,000 vehicles entered CSR less than in the first three months following the entry into force of the measure, 50,819, a decrease of 5%.
Of the vehicles that entered CSR in May, 6.64 had Zero tag, 16.83% had Eco, 50.99% had C, 18.72% had B, and 3.15% had no label.
On the other hand, CSR now includes half of the vehicles that were unlabelled during adaptation, from 3,000 to 1,600.
The annual NO2 accumulation has remained at 17.6 mg/m3 (2023 at 20), the PM10 at 13.7 (2023 at 15.3), and the PM2.5 at 8.6 (2023 at 9.4).
