The Basque Government will have a budget of 596 million by 2026, the highest in its history, to promote 3,669 housing units
The Department of Housing and Urban Agenda has presented its 2026 accounts, 14% higher than the previous year. Councilor Denis Itxaso has announced that more than 1,700 sheltered housing units will be launched and that Visesa will be recognized as its own resource.

The Housingand Urban Agenda Counsellor of the Basque Government, Denis Itxaso Euskadi, has presented to Parliament the 2026 draft budget of his department, which he has described as "fighting position" and places housing "at the centre of government priorities."
The consolidated budget of the Department and the Alokabide and Visesa Public Societies is €596.1 million , whichis 14% more than in 2025, of which €502.2 million is for the department itself, 11.2% morethan in the previous year.
"Housing in the Basque Country cannot be a privilege, it is a legally recognized right and a pillar of the Basque social welfare system," recalled Itxaso, who stressed that the new plan seeks "to respond to the enormous challenge of building public housing."
In2026, 1,713 public housing units and new dotational accommodation will be launched, ofwhich 850 will be located in Gipuzkoa, 458 in Bizkaia and 158 in Álava, with a total of 3,669 housing units and accommodation planned for next year.
By territory, Gipuzkoa will have the greatest boost: 1,672 housing units in works and 666 new projects distributed between San Sebastián, Irún, Ordizia, Andoain, Zumarraga and Beizama. In Bizkaia, 1,107 housing units will be built, mainly in Bilbao, Sestao and Getxo; in Álava, 890 housing units will be built.
The rental program will cover 75%of the budget, with 343.6 million, and will go to programs like Bizigune and Gaztelagun, which will grow 15% to 28.2 million, with 9,500 young people benefiting and half of the homesreserved for children under 36 years of age .
Among the new developments, Itxaso has announced the start of work to ensure that the Basque Country has the first Territorial Sectoral Housing Plan (PTS), a supramunicipal planning instrument that will guide public policies throughout the territory, and has advanced its intention to make Visesa a natural means of speeding up the promotion of public housing.
"The 2026 budget strengthens our ability to meet the great challenge of our time: ensuring access to decent, fair and sustainable housing," Itxaso concluded.
