How can social media be controlled?
The aim of the Spanish Government is to establish control over social networks and digital platforms in order to protect the rights of citizens, especially minors.
TheSpanish Government has today announced a seriesof measures to regulate the use of social networks and digital platforms, includingthe prohibition of the use of social networks by children under the age of 16 and the criminalization of algorithm manipulation, through the adaptation of the Penal Code and the adoption of a separate Organic Law.
These are the steps that Pedro Sanchez's government wants to take:
- Liability of the owners of digital platforms: the criminal responsibility for illegal content published on social networks will lie with the directors or managers of digital platforms, especially those who request the withdrawal of content that violates the law and fail to comply with the order.
- Algorithm manipulation will be punishable by the crime of manipulating algorithms to facilitate the dissemination of illegal content and to alter the operation of automatic data processing systems for a specific purpose. - 'Hate and Polarization Footprint': will monitor and measure the procedures of social networks to spread hatred and promote polarization.
- Prohibit the use of social networks for children under 16 years of age : as they have done in France and Australia, the use of social networks for children under 16 years of age will be prohibited. Platforms will be responsible for establishing effective age assertion systems. To implement this measure, the Digital Media Protection Act will be adopted.
