Spanish Prime Minister Pedro Sánchez has informed NATO's Secretary-General that Spain has refused to commit to increasing defense spending and has described the proposal to reach the 5% proposed to the allies as "irrational and counterproductive."
Spain proposes to include a 'more flexible' formula in the declaration to be adopted at the NATO summit in The Hague next week. Sánchez proposes that the 5% target be optional or that Spain be excluded from the implementation of this objective.
Sanchez has explained that reaching 5% is incompatible with the Spanish welfare state and its "worldview" and has claimed the legitimate right of each government to make certain "sacrifices" such as raising taxes or reducing public services and social benefits.
