The Deputy General of Bizkaia has replied to the members of the opposition at the General Meetings of the territory that his Government has acted transparently with regard to this project, noting that, although feasibility has been worked out, there are also elements that condition the timing, such as judicial proceedings, decontamination and urban planning procedures.

The parliamentary spokesman, Joseba Diez Antxustegi, has stressed that the process of listening to the agents and citizens of the region is not over.

EH Bildu Bizkaia has highlighted the "cross-sectional attitude" and "lack of transparency" against the location of the museum, while Greenpeace has called on the institutions to "listen to the citizens' refusal and stop the project."

Similarly, the opinions received agree that there has been insufficient information on the project, two of the conclusions of the active listening process promoted by the Bizkaia Council and the Government on the Guggenhiem Urdaibai project among the citizens of Busturialdea.
