Bolivians are voting normally in second-round elections
The president and vice president will come out of this election and end the 20-year power cycle of the left. Quiroga is a conservative favorite ahead of centrist Paz.

As reported by the Supreme Electoral Court, the election day of this historic second roundis proceeding normally, with the High Court highlighting the functioning of 100 per cent of the more than 34,000 tables across the country and the commitment of citizens.
Bolivian President and Vice President Rodrigo Paz and former Conservative President Jorge Quiroga are the favorites today.
Along with the Bolivian population, 22 countries around the world also participate in the elections, which have already closed more than 300 tables in Europe and Japan.
The preliminary results system will begin to expand the data from 20:00 to 20:30. For the time being, the four candidates have voted and, with the exception of Edman Lara, the vice presidential candidate, everyone is expected to wait for the results from La Paz.
Quiroga, the favorite.
Paz and Quiroga were the two most voted candidates in the general election held on 17 August, and the Bolivian Parliament was renewed for the next five years, but none won enough support to win the first round.
In the August vote, the centrist senator presented by the Christian Democratic Party (PDC) won 32.06% of the vote and the former conservative president, representing the Free Alliance, 26.70%.
The second round was incorporated into the Constitution in force since 2009, according to which "The Presidency and Vice-Presidencyshall be recognized to the winning electoral list "if it obtains more than 50 per cent of the valid votes, or if it obtains at least 40 per cent of the votes and exceeds the next by at least 10 points.
This October 19, this mechanism will be used for the first time for the election of the President and Vice-President, and the binomial "majority of votes" will be won .
The polls give Quiroga a favorite, but Paz has questioned the validity of those polls because they left him in the final positions in the first round.
Both candidates have announced urgent measures to lift Bolivia out of the economic crisis. Quiroga will inject dollars through the International Monetary Fund (IMF).
Both have agreed that the state must be destroyed, which will change the economic model that the Movement for Socialism (MAS) has maintained for 20 years.
Voting in Bolivia is mandatory, and upon voting citizens receive a certificate that must be submitted for any formalities in public institutions and banks within 90 days of the election.
Quiet elections
The European Union Election Observation Mission has reported that the voting day for the second round of the presidential round is being 'calm'.
The head of the mission, the Croatian Davor Ivo Stier, explained that "until 11:00 (15:00 GMT) it has been a quiet day" and that the population is voting "in large numbers".
"Let's hope it stays that way, that the whole day is quiet and festive for Bolivian democracy, just like it was the first round," Stier added.
The EU has deployed 120 observers across the nine regions of Bolivia.
Stier has detailed that a preliminary report on the second round will be issued on Tuesday with "recommendations for the future."
