As a result of this situation, the Basque Government established "exceptional" minimum services , at the request of the City of Vitoria-Gasteiz, which, according to the Department of Economy, Employment and Employment, aims to "guarantee essential services to the community".
The decision was taken on the basis of two technical reports, one from the Traffic Service, which warns that signs and traffic lights are not visible at various points in the city. The other report, from the Chief Fire Inspector, warns of the "imminent danger of urban fires" resulting from the accumulation of dry vegetation after spring rains.
Workers refuse to establish minimum services on the grounds that their activity is not "essential" and say that they will continue the strike until progress is made in collective bargaining.
