The Hacienda Foral de Bizkaiahas closed the implementation of the Batuz system with 13 351 new contributors, including entities exempt from corporate tax, natural persons, micro-enterprises and small and medium-sized enterprises engaged in agriculture, education or cultural services.
Since its launch in January 2024, the system has already had 69 929 taxpayers and recorded about 1.9 million bills in 2025, almost twice as much as in 2024.
This system requires all economic transactions to be entered in the electronic record book and invoices sent throughthe"TicketBai" software, which includes a QR code to verify the statement made at the Treasury.
The Batuz system aims to prevent and detect tax fraud , facilitating the management of taxpayers, providing drafts of VAT and IRPF declarations and preparing for the introduction of corporate tax drafts by 2026.
Implementation has been carried out in a gradual manner and with incentives, and 87% of those forced to use the system have been able to do so.
