Petronor stopped all the units at the Muskiz refinery at 5.15 p.m. for lack of electricity.
According to a statement, all security measureshave been automatically activated and black smoke has emerged from the three torches.

Petronor explained that torches are "essential" security devices in industrial facilities to release pressure under certain circumstances.
