UGT threatens to leave the Sectoral Bureau if Osakidetza promotes a "covert status" that gives "privileged treatment" to doctors
UGT was the first union to respond to the proposal to be presented on Monday, although on previous occasions other organizations with representation in Osakidetza have also criticized the "preferential treatment" given to doctors.
UGT Euskadi has denounced the intentionof the General Directorate of Osakidetza to bring a proposal for an agreement for doctors to the Sectoral Bureau of Health, which will be held next Monday and which, in its opinion,\u00A0is the "hidden Medical Statute " \u00A0. The union warns that will leave the negotiating body because this agreement will lead to the establishment of an "inter-professional imbalance" in the Basque Health Service.
UGT, the fifth trade union force in Osakidetza — behind SATSE, ELA, LAB and SME — has been the first organizationto make public its reaction to the proposal. In this context, UGT has criticized the "covert"negotiation of outside the Sectoral Bureau as the "only legitimate body" to agree on the working conditions of the workforce, in the union's view.
UGT Euskadi's Health Officer, Jasone Perez, has stated that themeasure would mean "dividing the Basque Health System" into by creating a separate framework for doctors, while the other categories would remain subject to the "obsolete" Working Conditions Agreement.
Pérez has pointed out that the measure seeks to consolidate the SME as a "single interlocutor" in the negotiation of the working conditions of practitioners, a situation which, in his view, violates the principle of democratic representation and Article 79 of the Framework Statute for statutory health service personnel.
Withdrawal of proposal
For these reasons, Pérez has called for the withdrawal of the proposal which, in his view, "violates existing legislation" and has warned that, if it does not withdraw, he will study with the other trade unions themeasures to be taken to "ensure the equity, cohesion and dignity of the groups" of the entire workforce.
The union official recalled that all Osakidetza professionals have lost purchasing power as a result of the current labour agreement and reproached the Health Counsellor for focusing her efforts solely on improving the conditions of medical staff.
In this regard, UGT has rejected the strategy that establishes "primary and secondary conditions" within the public health system and has argued that the functioning of Osakidetza depends on the joint work of all professional categories.
