Zedarriak Foroak etxebizitzarako euskal bizitegi-kontratu bat eta bizi arteko gozamena duen arrisku-kapitaleko funts bat proposatu ditu
Foroak uste du 7.000 milioira arteko inbertsio publiko-pribatua beharko dela etxebizitza-arazoari aurre egiteko eta 5 urtean 10.000 etxebizitza mobilizatzeko.
Zedarriak Foroak etxebizitza-arriskuko kapital-funts bat sortzea proposatu du, biziarteko gozamena izango duena, epe ertainean alokairuko higiezinen parke berri bat sortzeko.
Zehaztu dutenez, tresna horrek higiezinen ondarea likidezia bihurtzeko aukera emango luke, etxea galdu gabe, eta gozamenduna hil ondoren etxebizitza merkaturatuko litzateke.
Enpresa-munduko eta arlo akademikoko ordezkariek osatutako gogoeta-taldeak Euskadi etxebizitzaren erronkaren aurrean txostena aurkeztu du astearte honetan. Bertan ohartarazi duenez, "goranzko prezioak, eskaintza eskasa, goranzko desberdintasunak eta lurralde- eta belaunaldi-arrakala" pairatzen ari da gizartea.
Ildo horretan, ohartarazi du biztanleriaren zahartzeak eta familien tamaina murrizteak "tipologia egokitu berriak eta zaintza-ekosistema gisa sortutako auzoak" eskatzen dituztela, eta dagoen parkearen birgaitze energetikoak ( etxebizitzen % 70 1980a baino lehen eraikitakoak dira) "ingurumen- eta gizarte-lehentasuna" izan behar duela, ohar batean adierazi duenez.
Etxebizitza "Euskadiren ongizaterako eta lehiakortasunerako azpiegitura kritiko" gisa definitzen du Zedarriak, eta energiaren, garraioaren edo hezkuntzaren maila berean kokatzen du.
Horren alde egiten du "erakundeen, enpresen eta herritarren arteko erantzukidetasunean oinarritutako euskal bizitegi-kontratu" berri baten alde.
Zedarriak egungo etxebizitza-parkea aktibatu eta eraldatzearen alde agertu da, hutsik dauden etxebizitzak mobilizatuz eta birgaitze energetikoa indartuz, bost urtean 10.000 etxebizitza mobilizatzeko helburuarekin.
Eraikuntza jasangarri eta inklusibo berri bat sustatzea, belaunaldien arteko eredu kooperatibo eta hurbiltasunekoekin, edo gobernantza instituzionala indartzea dira beste proposamenetako batzuk, Etxebizitzaren Euskal Partzuergoa sortuz.
Planteatutako ekimenen artean dago, halaber, finantza- eta zerga-tresna berritzaileak garatzea, funts publikoak eta kapital pribatua konbinatzen dituztenak alokairu eskuragarria eta birgaitzea bultzatzeko.
Era berean, Zedarriak proposatu du hutsik dauden etxebizitzen mobilizazioa indartzea kudeaketa-formula "berritzaileen" bidez, berme publikoa ekimen sozial eta komunitarioarekin konbinatuz.
