In Vitoria-Gasteiz, the City Council wants to combine the New Year's Day celebrations with the Municipal Noise and Vibration Ordinance (which protects people's rest), so it proposes a 15-minute space for the launch of pyrotechnic material, after which the Municipal Police will be able to intervene.
In Bilbaothere is the greatest freedom on this issue. There is no specific regulation on this issue, but these days the City Council recommends not to use pyrotechnics because it can cause fires and endanger the safety of people. It also recalls that the Bilbao Municipal Police carry out a thorough check to prevent the sale of pyrotechnic material both in shops and on the street without authorization.
