Hondarribia II. Approved the Equality Plan, measures to advance the Alarde's "conflict resolution" Received
The government team, made up of Abotsanitz and EH Bildu, has supported the plan, while PNV and PSE have voted against it, considering that a women's association has been "rejected."
The Hondarribia City Council approved the Second Equality Plan on Thursday thanks to the votes of the government team made up of Abotsanitz and EH Bildu. The new document includes, among other things, proposals to advance the "conflict resolution" of the Alarde of the municipality. The PNV and the PSE voted against, disagreeing with the way the plan was drawn up and denouncing the "exclusion" of a traditional women's association.
The document proposes, on the one hand, to make progress in "resolving the conflict" around the Alarde, "understood as a matter of equality"; and, on the other, to explore formulas for "recognizing violence suffered in defence of women's rights in favour of an equal boast".
The process of drawing up the Second Equality Plan began in May 2024 with the diagnostic phase, and for months municipal services, staff and local agents have been heard. Mayor Igor Enparan stressed during the presentation of the diagnosis that this has made it possible to "identify specific differences in different areas of the municipality's life".
The Plan comprises a total of 124 actions structured into four strategic axes:
- Good governance: it aims to integrate the gender perspective as a "cross-cutting principle" throughout municipal activity.
- Empowerment: promoting economic autonomy, social and political participation and the effective exercise of rights.
- Social organization and care: moving towards a fairer and more sustainable model based on co-responsibility.
- Lives free of male violence: prevention, awareness-raising, training and strengthening inter-agency coordination.
Boast at the center of the plan
With regard to the Alarde, the Deputy Mayor, Estitxu Urtizberea, has explained that "the diagnosis made shows that in recent years the conflict surrounding the Alarde has had a direct impact on the development of equality policies in the municipality, which has absorbed much of the debate and made it difficult to work in other areas".
In this context, the Plan has decided to give specific treatment to this issue. The initial draft contained two main lines of action: on the one hand, to make progress in the "resolution of the conflict", understood as an issue of equality, and, on the other hand, to "explore formulas for the recognition of violence suffered in defence of women's rights in favour of an egalitarian show".
The mayor has stressed that in the process "there have been no exclusions, no vetoes, no political discrimination". However, the PNV spokeswoman, María Serrano, has pointed out that the "problem" of her party with the plan "is not in the content", but in the process of drawing it up, since "not all sensitivities have been sought to be integrated". She has also denounced the "exclusion" of a women's association in the municipality, which "has more than 500 partners".
