Vitoria-Gasteiz opens the way for 1,000 locals to become homes
The project excludes the Medieval Helmet, the Ensanche, much of the Arriaga and the unconsolidated areas of Salburua and Zabalgana, limiting the new dwellings to the habitual residence of the owner.

On Friday, the Municipal Government of Vitoria-Gasteiz approved the draft municipal ordinance that will allow the conversion of ground floor premises into housing and housing workshops, with a maximum of 1,000 premises to be converted into housing, and the regulation will now begin the process of processing them before their final approval by the plenary and entry into force.
Areas where change of use is not permitted
The future ordinance establishes the conditions for the conversion of commercial premises into housing in certain residential areas, but at the same time aims to protect the main commercial areas of the city, which is why the Medieval Hull, the Ensanche, much of the Arriaga and the unconsolidated areas of Salburua and Zabalgana will be excluded from the transformation and the main commercial arteries will be protected in the other neighbourhoods.
Only as habitual residence
The premises authorized to be converted shall be at least seven years after the granting of the first occupation licence. Once the refurbishment has been completed, the new dwelling may only be used as the habitual and permanent residence of the holder, and the use of the second dwelling or other use shall be prohibited.
Housing workshops and conditions
The ordinance also provides for the form of a housing workshop, and all dwellings on the ground floor must meet the conditions of habitability, sanitation, accessibility and quality laid down in the regulations in force.
In the words of Borja Rodríguez, Councillor for Urban Model, Urbanism and Housing, the purpose of the ordinance is "to defend the social function of housing and to promote urban regeneration", and stresses that the type of housing workshop will offer new housing opportunities and help reduce urban travel, with the aim of creating more affordable housing.
