The process of finding a solution began on October 2 with the signing of an agreement between the three parties: the City Council (governed by Abotsanitz and EH Bildu, Jaizkibel (the Alarde company in which men and women parade as soldiers) and HAOSE. The mediation process to facilitate mutual understanding and the search for shared solutions was entrusted to the Foundation Baketik, an organization with experience in social conflicts and a working career in Hondarribia.
In the first phase, four bilateral meetings were held, two between the City Council and Jaizkibel, and two between the City Council and HAOSE, with the same methodology and with the support of the Baketik Foundation, after which HAOSE announced its intention to withdraw from the process.
