GermanChancellor Friedrich Merz 's Christian Democratic Union (CDU) has been in favour of setting a minimum age of 14 on Saturday to enter social media such as Tiktok and Instagram with the aim of protecting children and young people.
According to a CDU spokesman, a motion has been passedat the party congress in Stuttgart calling on the coalition government, made up of conservatives and social democrats from the SPD, to "set a legal minimum age of 14 years for the use of social networks."
It is also required to develop "special protection measures in digital space up to the age of 16". The SPD had already submitted similar proposals.
"We want to protect children and young people because they are particularly vulnerable in digital space," says the approved motion. "Especially when they are aimed at attracting attention, activating emotions and controlling behavior, the state cannot be neutral," the text says.
The CDU requires legal regulation in both Germany and Europe to require the establishment of an age verification system for platform operators, which will also comply with data protection.
They have also stated that violations must be punishedwith"severe fines". They also advocate harmonising age limits throughout the European Union so that the rules are not circumvented through other Member States.
The text also states that all these measures must be based on scientific knowledge, and that their application must be accompanied by further education in schools. For example, they add, knowledge should be provided about algorithm operating mechanisms and protection against cyberbullying and digital manipulation. The CDU also believes that the proposals should include parents and the environment .
