What Sanchez has not done: approve the 2027 budgets, comply with the Statute and complete the processing of various laws

With the call for elections by the President of the Government, Pedro Sánchez, the Spanish Courts will be dissolved, so that several bills that were in the process of being processed in Congress or that were in the hands of the coalition government have been left out.

As far as the Basque Country is concerned, the promise of full compliance with the Gernika Statute has also been on the way. In recent months there has been a tense relationship between the Spanish Government and the Spanish Government over outstanding transfers. The two governments were about to meet in the bilateral committee after the summer, but the call for elections has left the rendezvous in nothing.

No budget.

The fifteenth legislature has ended without the approval of the State General Budgets. It is a constitutional obligation to approve the draft budget every year, but in this area the government of Sanchez has been powerless: the accounts of 2023 have been extended and extended, with adjustments to adapt to different economic circumstances. 

Laws and decrees not adopted

The "finish" of the coalition government has been the housing decrees rejected by Congress. The Executive has announced that tomorrow it will re-approve both decrees (albeit adapted), but it is not certain that both will succeed in the Permanent Council. Unlike the Lower House, there are other majorities in this body, and Junts' votes are not necessary.

Other proposals for legislation put forward by the opposition in this area, such as that put forward by EH Bildu for the control of advertising of illegal tourist flats, and the regulation of both temporary and room rentals (proposed by Sumar, ERC, EH Bildu, Podemos and BNG), will also remain on track.

In the field of labour, the possibility of updating the Interprofessional Minimum Wage, which can be approved by the Government by Royal Decree, is a spectacle, although it is normal for the new Government to decide on the amount of the Minimum Wage of 2027, while the Statute of the Fellow will not become a rule as it was being processed. 

The vicarious violence law, which sought to make parental violence against children aggravated by fathers, and to deprive convicted macho men of parental authority, and the anti-trafficking law, as well as the reform of the Constitution to shield abortion, will remain unattainable.

The Family and Youth Act, which gave voting rights to people over the age of 16, is another two unapproved laws. The bill that should restrict access to social media for children under the age of 16 has also been compromised.

The election breakthrough has also put on hold another Internet and Artificial Intelligence project that the organic law to protect honor, personal and family privacy should have regulated images made with artificial intelligence, including deepfakes .

Spain was to be adapted to European law in the field of aliens, but that too has remained a list of tasks.

In addition to the laws, a number of committees of inquiry that were to be set up in Congress have been left to investigate the management of depression in the upper Valencia area, the Pegasus spying programme, the jihadist attacks in Catalonia and the 2025 blackout.

Pending transfer of transfers

At the start of the legislature, President Pedro Sánchez undertook in writing to transfer the powers recognized by the Gernika Statute by the end of 2025. The Spanish Government, in breach of its promise, began 2026 with the signing of five transfers.

In the summer, however, the relations between the Spanish Government and the Spanish Government were rather bitter, and it was decided to postpone the bilateral committee that Sánchez and Pradales were to hold in July. After the summer they have not met. There are a dozen outstanding transfers, including two major knots: the economic management of Social Security and the responsibility of the ports of Bilbao and Pasajes.
