According to the Basque Government's Sociological Prospecting Cabinet poll on voting forecasting, PNV and EH Bildu would have low growth, while the PSE-EE would have a slight decline (losing one seat).

According tothe report "Elections to the Basque Parliament: Voting forecast" prepared by the Cabinet of Sociological Prospecting of the Basque Government , PNV and EH Bildu would gain bina more seats in the Basque Parliament.
with the extrapolation of the GPS voting estimate (percentage of valid votes), the PNV would get 36.3% of the valid votes and, EH Bildu, 31.7%. The PSE-EE would get 13.6% of the votes , thePP , 8.4%, the A0Summary, 3.0%,Elkarrekin Podemos, 1.9%, and Vox, 3.2%.
DISTRIBUTION OF SEATS
Compared to the current distribution of seats in the Basque Parliament, jeltzales would get two more seats, EH Bildu would stay with the current 27, socialists would lose one, and so would the PP.
ÁLAVA
In Álava, according to the voting estimate, the PNV would be the first force (29.1%), followed by EH Bildu (28.3%), followed by the PSE-EE (15.9%), the PP (13.5%), followed by Vox (6.1%), Sumar (3.5%) and Elkarrekin Podemos (1.7%).
BIZKAIA
In Bizkaia, the voting estimate is very different for the PNV (39.8% of the votes), the second force would be EH Bildu (28.5%). The PSE-EE would get 13.3% of the votes and the PP 8.7%.
GIPUZKOA
In Gipuzkoa, the voting estimate puts EH Bildu as the first force, with 38.4% of the votes, followed by the PNV with 33.7%, followed by the PSE-EE with 13% and the PP with 5.7%. The remaining parties would be Sumar (2.7%), Elkarrekin Podemos (2.2%) and Vox (2.2%).
The surveys were conducted by telephone and through a closed questionnaire between 11 and 14 November 2025. The survey was designed and analysed by the Sociological Prospecting Cabinet, while the field work was carried out by the company Ikerfel. 3030 persons over 18 years of age (730 in Álava, 1,315 in Bizkaia and 985 in Gipuzkoa) were interviewed by means of a polystage and stratified sampling according to the size of the municipality.
