PSE Secretary General Eneko Andueza sees it as "very difficult" to reach an agreement with the PNV to secure the Euskera in public jobs. The socialist leader, however, has stated that this is not an ultimatum for jeltzales and that he is "ready" to sit down "whenever necessary."
Following the meeting of his party's Executive Committee, Andueza has strongly opposedthe proposals of the PNV and EH Bildu, which were put forward in the Public Employment Act with the aim of shielding the demands of the Basque Country. The aim was to respond to judgments which call into question the requirement of knowledge of the Basque Country in certain positions of the Administration, but for the time being no agreement has been reached.
"Neither the proposal of the PNV nor that of EH Bildu solves the problem, because there will be resources and there will also be sentences (...). We do not share the position of the PNV. It has opened the door to abandoning consensus and increasing the demand for the Euskera, "he said.
Andueza has spoken of "excuse".
The PNV initiative is based on three principles: effective equality between Spanish and Basque — "equal status" — the need to respect linguistic rights — understood as "basic and human rights" — and a fully bilingual administration, which would be achieved through progressivity and flexibility.
However, in Andueza's view, the proposal " violatesthe rights of thousands of citizens who aspire to a job in the administration or who, after years of inactivity, want to consolidate their place ", using" an excuse to shield the Euskera from judicial appeals and rulings ".
On 20 June, the PNV registered in Parliament a proposal for a law to amendthe Public Employment Act, although there is still no agreement — not even on EH Bildu's proposal — and a week ago the PNV asked the Bureau of Parliament to extend by two weeks the deadline for tabling amendments to the reform of the Public Employment Act.
