The new agreement ensures that the state will finance 50% of spending, a contribution that will be "protected" from future legislative changes.

The Joint Commission of the Economic Concert has unanimously approved the Agreement on Supplementary Financing of the System for the Autonomy and Care of the Unit of the Basque Country, which provides that 50% of the expenses of public institutions in Álava, Bizkaia and Gipuzkoa for the system of dependency shall be borne by the State from 1 January of next year.

Spokesman Ubarretxena has stressed that the bilateral commission on the two competences under negotiation (some Social Security competences and ports) should be held before August. 

The Minister for Governance, Digital Administration and Self-Government of the Basque Government, María Ubarretxena, referred to the ruling ratified by the Supreme Court that the Basque Government will not be able to demand "the same linguistic conditions" from employees of subcontracted companies.

This assistance will be extended until the child is 4 years of age and will be extended for the first time to guardianship and foster families and, in the case of single-parent families, from 4 to 7 years of age, they will be able to receive a monthly allowance of EUR 100.
