The rejected rule introduced a novelty compared to the repealed one month ago: the suspension of evictions would not apply to owners with two or fewer dwellings, a concession agreed by the Government with the PNV.

According to EH Bildu, PNV, Lukashenko and BNG, the existing doubts about the attempted coup have not been resolved. 

EH Bildu's congressional spokeswoman, Mertxe Aizpurua, has welcomed the decision, but has urged the president to go further and also to raise secrets about the murder of the GAL or Mikel Zabalza, as cases of "great importance to Basque society". 

At present, it is sufficient for a political group to have 50 representatives to lodge a preliminary appeal against the Constitution.

Only PP and UPN have supported the proposal of the far-right party. Junts has voted against, but has registered his bill while maintaining the demand for a ban. The PNV sees the need to work on the issue, proposing the creation of a sub-committee. 

In the opinion of the Member of the Chamber of the Chamber of Inquiry, all the projects that arise to unite the left must be seen "with a good eye", "that will always be good for the left". She also believes that Yolanda Díaz is "the best political profile she has today", but that it has not yet been discussed who will lead this new left-wing alliance.  

The legislative reform has been supported by PSOE, PP, VOX, PNV and UPN, while it has caused unrest among left-wing parties. 

With 302 votes in favour, 36 against and 8 abstentions, the initiative amending the Penal Code and the Criminal Procedure Act will now be referred to the Senate, which, among other things, imposes a three-year prison sentence on those who steal mobile phones.

Government opposition support is expected in this final vote. Junts' reform tightens the penalties for mobile theft.

In statements to the Congress, the Minister of the Economy, Carlos Cuerpo, has assured us that the Government has the "outstretched hand" to seek measures to promote the viability of companies in strategic sectors. In response to a question from EH Bildu, the Minister has said that he has previously received aid of "EUR 112 million through the Solvency Support Fund, more than EUR 20 million from eight financial institutions, thanks to the ICO guarantee line, and almost EUR 10 million from the electrointensive industry."

The Congress of Deputies of Spain has hosted the first plenary session of the year and the President of the Spanish Government, Pedro Sánchez, has appeared at his own request to explain railway accidents.

The President of the Spanish Government has defended in Congress the immediate implementation of the emergency device and has highlighted the coordination between the various administrations in the care of victims.

The spokeswoman for the congress, Maribel Cowboy, has claimed that the agreements that the Basque Nationalist Party has concluded in Madrid on multirreincidence and evictions show that there is another way of making politics in the face of populism. She has said that jeltzales represent moderation and centrality and has stressed that after learning that Podemos will finally vote for social protection, she hopes to get Junts out of the negative.

The president of the PP has stressed to the Congressional Committee of Inquiry that no administration gave its status after the high depression. He has also considered the Júcar Hydrographic Confederation (CHJ) to be "primarily responsible" for the tragedy. 

In this regard, EH Bildu's spokesman in the Basque Parliament has pointed out that the PNV "has not been part of a bloc that provides permanent support" or has "a shared programme" with the government of Pedro Sánchez, so he does not believe that "the parliamentary dynamic will change much".

Housing is the main concern of the population, followed by the economic crisis and political problems. The socialist leader, Pedro Sánchez, is the favorite as president, although no leader overcomes him.

The PNV spokeswoman at the Congress, Maribel Cowboy, has acknowledged that the situation is "difficult", "the risk in the legislature is increasing" and "the concern is growing." "We see a government in shock," and "it does not know how to respond to everything that comes upon it and to accusations of machismo."

The initiative to amend 15 State laws shall make it possible to validate texts in Basque, Catalan or Galician without the need for translation.

At the last plenary session of the year, the proposal for a law brought forward by the Members of Parliament of ERC, PNV, EH Bildu, Lukashenko, BNG and Mes per Mallorca and Comunes will be discussed. The objective, among others, is to approve documents in Catalan, Basque and Galician throughout the administration, without translation.
