ACV Budgets 2024

The Minister of Science, Universities and Innovation of the Basque Government, Juan Ignacio Pérez Iglesias, has said that he is prepared to talk "whatever it takes" but believes that he is missing a great opportunity to do great things at the UPV.

The first Vice-President and Councillor for Culture and Linguistic Policy, Ibone Bengoetxea, has today presented to the Basque Parliament the draft budget of his department for 2026, which provides for a budget of EUR 413.7 million, 5.5% more than in 2025, the highest budget in the history of the department.

Lander Martinez, a member of the Congressional Summary, has stated that the draft budget presented by the Basque Government for 2026 is "continuous." "We therefore know that the starting point is difficult, but this will not prevent us from sitting at the negotiating table and bringing our proposals," added Martinez.

The Finance and Finance Adviser has asked the opposition to abandon "partisan interests" in the negotiation of the ACV Budgets.

According to the 2026 budget schedule, the plenary of the amendments to the whole will be held on 9 December and the plenary will debate the opinion drawn up by the Committee on Finance and Budgets on 23 December.

The Director of Finance and Finance, Noël D'Anjou, has stated on Radio Euskadi that the will of the Basque Government is "to listen and try to reach agreements." "For that we have the hand stretched out and we demand that the position of the other side be in that sense," he said. "The greater the support of the budgets, beyond the two parties that support this government, the better we are doing the country by receiving these sensitivities."

The PP spokeswoman in the Basque Parliament, Laura Garrido, has explained that the 2026 draft budget approved this Tuesday will be 'continuous' and 'ineffective'. 'The problems we have on the table are the problems we had at the beginning of the legislature: housing, safety or health.

The spokesman, Pello Otxandiano, recalled on social media statements made in June by Counsellor D'Anjou and said he had not fulfilled his "commitment."

The Director of Finance points out that the draft budget presented today responds to three objectives: strengthening and consolidating public services, responding to citizens' concerns and preparing for future transformations and challenges.

The project increases current expenditure by 4.1 per cent and strengthens the areas of Health, Education, Housing and Security, in addition to increasing 935 million for the transformation plan "Transforming the Basque Country 2030". The Government allocates 1,801 million to young people and families and raises its own public investment to 1,730 million.

The First Vice-President and Counsellor for Culture and Language Policy has stressed that the budgets to be approved on Tuesday will be "linked to people's priorities."

EH Bildu's parliamentarian has explained in Euskadi Irratia that he would not see it logical for the two parties to agree with the PP on the pre-contracts, because in the case of the PNV "the dark times that he predicts will come precisely from the hand of the PP and Vox" and in the case of the PSE-EE,  "because the PP leads the reactionary offensive against the government."

The PNV spokesman in the Basque Parliament, Joseba Díez Antxustegi, yesterday rejected the proposal of EH Bildu's Secretary General, Arnaldo Otegi, to jointly negotiate the budgets of the Basque Government and the three deputies. 

Maddalen Iriarte, EH Bildu's spokeswoman in Gipuzkoa, has expressed concern about the path taken by the PNV in the negotiations. The spokeswoman has pointed out that transformative public policies are needed. She has specified that EH Bildu's hand will be stretched out, including in the budget processes.
