The Ministry of Housing has already received from the Provincial Council of Gipuzkoa the rate of incorporation of this territory into the State reference system for rental prices, which is a "decisive" step towards implementing measures to limit the price of rent in municipalities designated as tense areas.
In Gipuzkoa, Errenteria, Lasarte-Oria, Zumaia and Irun are recognized as tense areas, while San Sebastián will join this list in July, following the publication of the designation in the Official Gazette of the State.
In these municipalities, the reference index is essential for setting limits on rental prices, as it provides an "objective range of values based on the location, size and other characteristics of each property".
This system makes it possible to intervene in the rental price, specifically in contracts signed with the owners of a large number of houses, or for the first time, or in houses that enter the rental market after more than five years without leasing, the Housing Department said in a statement.
"The acceptance of strained areas must be accompanied by the adoption of instruments that allow intervention with legal certainty and an objective basis in the rental price, for which the rental price reference system is essential," said Housing Deputy Miguel de los Toyos.
