The Basque Government has again denied environmental authorisation to two other wind farms because they would put a bird, a alimoche, at risk. In Balmaseda, near Kolitza, Side Recovery Systems is planning to install four wind turbines in El Haya 1 and 2, but the reason why the bird has refused environmental authorization for the projects is because, according to the report, the area is a vulture shelter.

The project aims to launch two wind farms, El Haya 1 and El Haya 2, with a total power of 14.6 megawatts, and associated infrastructure, all in the municipality of Balmaseda.
The El Haya 1 wind farm has two 4.35 megawatts of power, while El Haya 2 has two more 2.95 megawatts of power, which would be located west of Balmaseda, bordering the province of Burgos.
