The Basque Government and banking institutions launch a programme of guarantees for access to first housing for young people
The programme has been launched with Kutxabank, Laboral Kutxa and Abanca, which have signed a partnership agreement for the time being, but it is open to the possibility of joining more entities. The purchase price of the homes to be purchased cannot exceed 340,000 euros.
The Basque Government launched a programme on Monday to facilitate the emancipation of young people in order to access the traditional Euskadi first housing .
With Kutxabank, Laboral Kutxa and Abanca, which have signed a partnership agreement for the time being, the program has been launched, but more entities are expected to join.
Applications may be made in the offices of these financial institutions or in their communication channels, as reported by the Basque Government in a statement.
Conditions
In order to qualify for the assistance, applicants must meet a number of requirements. Persons between 18and 39 years of age who have resided in the Basque Country for at least two of the last five years and who, if the applicant is a friend, cannot exceed an income of EUR 50,400 per year and, in the case of two persons, 86,400.
Persons who previously own another dwelling may not join the programme, with exceptions, such as those who inherit part of a dwelling, those who are separated or divorced who cannot live in it, or those who own a pseudo-dwelling.
It will also be mandatory to have theusual housingof the applicants , at least as long as the guarantee is in force; or in other words, it cannot be rented, nor can the loan be used for the purchase of premises.
Collateral coverage
The guarantee shall cover between 80% and 100% of the minimum value between valuation and sale, a portion of 20% not normally covered by mortgages granted by financial institutions or banks. Housing located in the Basque Country (new or second-hand) shall necessarily have a maximum price of €340,000.
In setting this maximum price, the Basque Government has used data from the 2024 Statistics Register of Real Estate of the Basque Country, based on information on the number and average price of housing.
