During the duration of the measure, the Member States may exceptionally authorise certain events with animals.
The Department of Food, Rural Development, Agriculture and Fisheries has suspended competitions, fairs, romeries and rural sports involving animals in order to avoid concentrations of animals that can facilitate the transmission of contagious nodular dermatosis.
The order issued by the Basque Government reinforces the precautionary measures already in place in the Autonomous Community. The ban will be in force until 26 February , although the Member States may exceptionally authorise certain acts with animals.
In any event, activities involving non-sensitive species may be carried out provided that a specific health plan for disinfection and insect slaughter is followed and validated by the livestock service of the relevant Council, as reported by the Department headed by Amaia Barredo.
According to the latest epidemiological data, no new sources of the disease have been reported in Catalonia, but two other sources have been reported in the French State, including the departments of the Atlantic Pyrenees.
The Basque Government therefore considers it necessary to exercise extreme caution and to take additional preventive measures to protect livestock farms. The most important thing is to prohibit fairs and other events involving animals, but biosafety conditions will also be strengthened.
Thus, all vehicles carrying animals shall carry a certificate of cleaning and disinfection and a declaration responsible for the slaughter of insects , and it shall also be mandatory for the slaughter of insects which the animals transported may have, except in movements directly to the slaughterhouse.
The Order prohibits the entry into the Autonomous Community of the Basque Country of animals from farms located in areas declared restricted to contagious nodular dermatosis, except in the case of animals vaccinated in accordance with European regulations in force.
Similarly, for cattle and animals of other sensitive species arriving on Basque farms outside the CSC, diagnostic tests shall be carried out and monitored for at least 28 days, during which time insects shall be removed and precautionary closures may be made on farms.
