Unemployment has risen in the Basque Country in 2025, but the number of members has also increased
The fall in unemployment in the Basque Country has broken the trend with 107,434 unemployed, 54 more than in 2024, while in Navarre it has fallen by 872 people.

The Basque Countryhas closed 2025 with 107,434 unemployed, 54 more unemployed than in 2024 (+0.05%), thus ending the downward trend in the last four years, although the Basque Government has made a positive assessment of the data, given the record number of affiliations.
By territory, Gipuzkoa has been the only territory to increase the number of unemployed since 2024, with 28,628 unemployed, or 210 more (+0.14 per cent).
By contrast, unemploymentin Bizkaiaand Álavahas fallen, but not very significantly: in Bizkaia there are 60,474 unemployed, 139 fewer people (+0.23%); and in Álava, 18,332 people, 17 fewer (+0.09%).
The downward trendis in Spanish State ere, which puts unemployment at 2,408,670 people registered in December 2025, with a decrease in year-on-year unemployment of 150,048 people (+5.94%).
"Conditional employment"
The Basque Governmenthas positively assessed the employment data for 2025, which has led to an upturn in health-related activities and hospitality, and the number of Social Security affiliations this year has broken the record with 1,036,804 contributors.
However, the Government has warned that the development in December has been "atypical", with a slight monthly increase in unemployment, although the year-on-year comparison shows stability and confirms the progress of cycles in the Basque labour market.
In this regard, the Basque Government stresses that temporality and partiality continue to condition job stability in a context marked by changes in recruitment models.
In Navarre, positive data
In Navarre, on the other hand, unemployment has fallen significantly, with a decrease of 871 people (-2.87%), placing unemployment at 29,483 at the end of 2025.
The data for 2025 are therefore the lowest unemployment figures at year-end since 2007.
