Up to two cohabitation units per dwelling may receive a Social Emergency Assistance (ESA) for rent, according to the new decree approved this Tuesday by the Basque Government.
The cohabitation unit is the group of persons living in the same habitual residence, for example a de facto couple and their children. In 2024, 55,790 persons received ESAs in the Basque Country, i.e. 28,124 cohabitation units.
The Social Welfare Counsellor, Nerea Melgosa, has explained that the change in funding for payments to municipalities will ensure that municipalities can start granting ESAs from the beginning of the year.
ESA recipients must be over 18 yearsof age and must be registered for at least 6 months,with a maximum of two cohabitation units if they have no relationship with each other and one if they have a relationship.
On the other hand, the determination of beneficiaries and the establishment of a cohabitation unit, within the framework of kinship, marriage or similar ties, reduces the degree of consanguinity and affinity to the second degree (children, spouses, parents, siblings, grandparents and grandchildren), according to the Councillor, in accordance with the reality of the Basque families.
In addition, in order to speed up processing and minimize bureaucracy , they shall take measures to guarantee the right of citizens not to submit data and documents held by the Administration.
With regardto the expenses to be paid by the ESAs, the costs attributable by their nature to a single individual, as well as those which are considered common and divisive expenses between several persons, shall be determined in order to clarify their imputation and to avoid problems of multiple financing or subsidy.
