Osakidetza has reached an agreement on Wednesday with the Basque Medical Union (SME), Satse and CCOO on the new professional development model, which will include, among its main innovations, recognition as a service provided during the period of specialized health training (MIR, EIR, FIR, PIR).
The new decree also provides for annual invitations to tender, the remunerative effects of which shall apply from 1 January of the year following the call, as approved by the Sectoral Health Bureau held at the headquarters of Osakidetza in Vitoria-Gasteiz.
Other innovations include the additional score for the provision of services in jobs that are difficult to fill; the gender equity correction factor for persons who have been able to see their participation limited by conciliation situations; and, finally, the introduction of language profiles and digital skills for all professional groups.
Professional development is a pay supplement which is recognised on the basis of a number of criteria, such as career, training, experience and merit, and which aims to 'improve the quality of care, motivate staff and increase professional competence', as recalled by the Basque Government.
The Department of Health has stressed that the agreement reached "provides legal certainty for professional developmentand establishes a fairer and lighter model for the allocation of levels ", although it has regretted that it will not unblock the health conflictat work, since the solution "depends solely on the Ministry of Health, which is competent in negotiating the Framework Statute, and its proposal does not meet the demands of the Strike Committee.
New recruitment lists
On the other hand, at this Wednesday's Sectoral Bureau, Osakidetza has announced to the unions the opening of new recruitment lists in two professional categories: paediatric nursing and dietary and nutrition.
The first list "will enable the strengthening of care coverage in paediatric areas in a context of increasing demand and specialization", while the second "responds to the need for these university professionals to enter both primary and specialized care".
