ELA will sue the Bilbao City Council for lowering the level of Basque in public job offers
The City Council has reduced from 70% to 40% the requirement for accreditation of language profiles in Basque in 35 invitations to tender and, in some cases, has completely abolished this requirement.
The ELA union has announced that it will take the Bilbao City Council to court for reducing the Basque profile in the OPEs. They have reported that the City Council has reduced from 70% to 40% the requirement for accreditation of some language profile in Basque in 35 job calls and, in some cases, has completely eliminated this requirement.
Representatives of ELA from the City Council have held a press conference at their headquarters in Bilbao to explain the reasons for the complaint. The union spokesman, Iker Alustiza, has criticized the fact that the City Council has changed the basis of these calls "without respecting the legal requirements, even though there is no ruling requiring it".
According to Alustiza, the offers initially published by the City Council included the accreditation of Basque knowledge in 70% of the continuous processes. However, following a challenge filed by CCOO, the City Council decided to suspend all proceedings on the grounds that the language profiles were abusive. "With this decision, all candidates have been harmed," said Alustiza.
After the stop, the City Council reactivated the calls as a matter of urgency, but the ELA representative said that the City Council "has not requested the relevant reports" and has not "agreed with the municipal Euskera technicians or negotiated with the trade union representatives".
They also report from the trade union that in recent years aid for the learning or training of workers in Basque has disappeared.
Alustiza has been adamant that "ELA will not accept a step backwards in Basque profiles, let alone without judicial protection." They have also called for the original conditions of selective processes to be restored and for an effective plan to be promoted to Euskaldunize people who do not have the required language profiles.
