The Basque Parliament has adopted an amendment by the PNV and the PSE-EE advocating the need to make progress towards a fairer distribution of vulnerable pupils in the Basque Public Education Service.
The debate has taken place as a result of a non-legislative proposal put forward by the PP, which has finally been rejected because it had only the support of the representative of Vox. The popular initiative urged the Basque Government to include 'real distance and effective accessibility' in the system of school zoning, as well as to explore the possibility of authorising requests between areas when proximity and communication through public transport justified this.
Nor has the amendment to the entire Sumar Group, which called for ensuring the access of any pupil who wishes to have a place in a public school , been adopted. To this end, it proposed programming the educational offer in such a way as to guarantee sufficient public places in each area of influence and at all compulsory stages. It also proposed the introduction of accessibility criteria in the configuration of school areas, so that public schools with good links to public transport can receive applications between areas, with the endorsement of territorial commissions for schooling and the participation of schools and families.
In another paragraph, Sintre urged the Department of Education to take measures to prevent students from going to private or concerted schools outside their sphere of influence on a massive scale, to make school segregation chronic, and to prevent high income centres that are socially homogeneous or far from the residential environment from being consolidated.
The amendment finally adopted hasreceived 39 votes in favour of the PNV and PSE-EE and 37 against the opposition and calls on the Department of Education to continue to promotean inclusive, equitable and quality school within the framework of the Excellent School for All initiative.
In addition, such planning requires ensuring a fairer distribution of vulnerable students and strengthening the public school model , in line with the provisions of Law 17/2023 on Education.
