The Spanish Government will promote a package of housing measures, raising VAT on tourist flats to 21%
Among other things, it will encourage the regulation of seasonal rentals and room rentals, as well as the extraordinary extension of rentals.
The Spanish Council of Ministers has decided in July to adopt a package of measures to address the housing problem. The Government's objective is to reach a "comprehensive agreement" in the Congress of Deputies.
Government spokeswoman and Minister for Social Inclusion, Social Security and Migration, Elma Saiz, has explained that the text to be adopted by royal decree-law will be "ambitious and cross-cutting" in order to address the problem ofaccess to housing from a comprehensive perspective.

The Government is in the process of drafting the Royal Decree-Law agreed between the PSOE and Sumarre, which, according to Saiz, aims to bring together the proposals made by the political partiesduring this legislature so that all groups can participate in the agreement.
The government spokesman has stressed that housing is one of the issues most worth seeking consensus on, as it is one of the main concerns of the public, and has therefore indicated that they will continue to work with the parliamentary groups to ensure that the text can be adopted in July.
Saiz recalled that on the same day that the decree containing rent extensions was repealed, on 28 April, the Minister of Housing, Isabel Rodríguez, launched a round of contacts with the parties, which she saidhas been and will continue to be a constant dialogue, while blaming the PP for its long refusal to seek a solution to the housing problem.
Two sets of measures
The text will consist of two blocks, the first of which will aim to reduce the price of rent, give stability to contracts and combat fraud.
Among other things, it provides for the regulation of seasonal rentals and room rentals. It will also provide for an extraordinary extension of leases, it will be mandatory to enter into all contracts in writing, and owners who lower the rental price will benefitfrom rent bonuses.
The second block will aim to increase the supply of affordable housing, which includes raising VAT on tourist housing to 21% and measures to speed up administrative procedures.
Saiz says the housing problem can only be solved by agreement.
