Summer camps should appoint a child protection delegate and have more child monitors
The Basque Government has approved the decree on educational leisure and leisure activities, which regulates the activities of summer colonies.

The colonies, and those who organize leisure and free activities in general, must appoint a representative for the protection of minors and increase the ratios, according to the new decreeadopted on Tuesday by the Basque Government, which replaces the one in force until now, 1985.
This decree will serve to develop the reformof the Youth Act .\u00This is a legislative amendment promoted by the A0PNV and the PSE-EE, which aims to strengthen the protection of minors in leisure activities. \u00a00A0Aainbat families denounced the Basque Association Sara Udaleku, which organizes summer camps in Bernedo, for crimes against sexual freedom.
The Minister for Welfare, Youth and Demographic Challenge of the Basque Government, Nerea Melgosa, explained at the press conference following the Governing Council that this new decree strengthens the guarantees for the protection of children's welfare and stressed that the new regulations have been supplemented by the Member States, the municipalities and the contributions of leisure associations.
This Decree shall regulate recreational activities of more than four consecutive days or at least three overnight stays .

Summer camp organizers must appoint a child and adolescent protection delegate.
The designated person shall ensure that members participating in the activities submit a negative certificate of sexual offences, and that minors, their families and staff may contact him or her in case of need of assistance.
Responsible Statement
Prior to the start of the activity, the organizing entity must submit a responsible statement, the deadline for which will be one month before the start of the activity. The responsible declaration will be obtained by submitting the documentation attesting to the qualifications of management and leisure monitor and certificate of liability insurance policy.
Lower ratios
There shall be at least one person with a director's degree, and in cases where there are more than 100 children, there shall be a director.
With regard to the ratio of monitors to children, there will be at least 2 monitors (in the previous decree a single monitor was sufficient for groups of children under 10). 21 when minors or more participate, there will be at least one more monitor per ten children.
The ratios and qualifications of monitors and directors necessary for the development of the activities regulated by this Decree shall be required within three months of the entry into force of this Decree.
