European Commission President Ursula von der Leyen has proposed partially suspending the trade agreement between the European Union and Israel .
"I know it will be difficult to get a majority and I know that any measure will be excessive for some," he admitted in a hearing in the European Parliament in Strasbourg, France.
He has also announced that he will cancel all bilateral support and payments to Israel.
The President of the European Commission will need the approval of the 27 to make progress.
