According to the new model, Catalonia —and the other Autonomous Communities, if they so wish— will collect all the taxes and allocate them to a basket of taxes from which the Spanish State will derive the amount intended to finance its expenses in Catalonia, and the rest to the Generalitat.
On Monday, the Spanish Government and the Generalitat agreed on a new system of autonomous financing, which will be based on the income of the communities and not on expenditure as hitherto, with no details on the timetable or the amount.
This agreement is based on the commitment signed almost a year ago by the PSC and ERC, which facilitated the appointment of Salvador Illa as President of the Generalitat. The agreement was presented at a press conference by the Minister of Territorial Policy and Democratic Memory, Ángel Victor Torres, and the President's Councillor, Albert Dalmau .

The agreement also provides that in future the Catalan Tax Agency (ATC) shall collect all taxes generated in Catalonia.
ATC will work independently with the Tax Agency, but they have indicated that they will cooperate because "the Catalan treasury cannot be outside the rest."
