El Gobierno Vasco fija los servicios mínimos para la huelga general del 15 de octubre
El Gobierno Vasco ha establecido los servicios mínimos que deberán garantizarse durante la huelga general convocada para el próximo 15 de octubre de 2025 en Euskadi por distintas organizaciones sindicales.
La orden, firmada por el Departamento de Trabajo y publicada este miércoles, establece las prestaciones esenciales que deberán mantenerse en sectores clave como sanidad, transporte, educación, servicios sociales, energía o justicia.
Recuerda, además, que el ejercicio del derecho de huelga queda condicionado al mantenimiento de estos servicios esenciales, cuyo objetivo es compatibilizar la protesta sindical con la protección de los derechos fundamentales de la ciudadanía.
Sector Sanitario
Los hospitales deberán operar con el personal habitual de un día festivo, asegurando los servicios de urgencias, cocina, limpieza básica y atención a personas hospitalizadas, además de los tratamientos de diálisis y oncológicos.
En atención primaria, se prestarán los servicios de un sábado, mientras que los servicios de emergencia (PAC) funcionarán al 100 %.
Los call center de las OSIs contarán con el 50 % de su personal.
El transporte sanitario mantendrá todos los servicios de urgencias, traslados para tratamientos de diálisis y oncológicos, y altas hospitalarias con camilla.
Sector de emergencias y seguridad vial
En el sector de emergencias y seguridad vial, se garantizará el 100 % del personal del servicio SOS-Deiak 112, y el resto de los servicios de emergencias, meteorología, bomberos o mantenimiento de carreteras trabajarán con la plantilla habitual de un día festivo.
Servicios sociales
En residencias de mayores y personas con discapacidad dispondrá del 50 % personal de atención directa, con un refuerzo del 10 % en horario de comidas y cenas).
En los centros en los que el 70 % de personas usuarias presenten dependencia de grado II o III, se establece un mínimo del 70 % del personal.
En los turnos de noche, se trabajará con el 100 % del personal de atención directa.
Además, el servicio de teleasistencia deberá atender la totalidad de las llamadas de emergencia y movilizar las unidades móviles necesarias, mientras que la ayuda a domicilio se centrará únicamente en personas con dependencia de grado II y III.
En los centros de día, se garantizará el 50 % del personal de atención directa, con un refuerzo del 10 % en desayuno y comida.
Educación
En el ámbito educativo, tanto en centros públicos como concertados, se garantizará la presencia de al menos una persona del equipo directivo y un conserje por centro, además de una persona profesora por cada etapa educativa, y profesorado suficiente para salvaguardar la función de protección del alumnado.
En centros de educación especial, el personal mínimo será del 50 %.
En la Universidad del País Vasco, y en Escuelas Oficiales de Idiomas se asegurarán los accesos y la realización de exámenes finales programados.
Transporte público
El transporte público (autobuses, trenes, tranvías, funiculares y transporte fluvial) operará al 30% de los servicios ordinarios durante las horas de huelga, priorizando las líneas hacia centros sanitarios y laborales.
En autopistas y túneles de peaje, se garantizará la seguridad de la infraestructura y el servicio de peaje funcionará con el 30 % del personal en horas punta y el 15 % en el resto.
Se mantendrá el mantenimiento de carretera con personal correspondiente a un día festivo.
Se garantizará, asimismo, el funcionamiento del 20 % de las gasolineras de la CAV.
Energía y telecomunicaciones
En los sectores de energía, gas, agua y telecomunicaciones, las empresas deberán operar con el personal equivalente al de un día festivo.
Administración Pública
En la Administración Pública, los registros presenciales (Zuzenean) de las tres capitales vascas permanecerán abiertos con una persona por turno.
Administración de Justicia
La Administración de Justicia mantendrá la actividad esencial de los servicios de guardia, actuaciones con plazos legales y medidas cautelares, así como los juicios cuya suspensión pudiera causar perjuicios graves.
Los centros penitenciarios garantizarán la asistencia sanitaria, alimentación, seguridad y régimen básico con el personal de un sábado.
Euskal Irrati Telebista ( EITB)
Finalmente, Euskal Irrati Telebista (EITB) deberá asegurar exclusivamente los servicios informativos de fin de semana en su horario habitual.
