The Government will pay public employees the 2025 arrears as follows:
Some 90,000 public employees will receive the increase, with a budget impact of EUR 150 million.

The Basque Government will pay on the first payroll in 2026 the arrears corresponding to the salary increase approved bythe State. The increasefor the year 2025 is 2.5%.
As reported by the Department of Finance in a statement, this measure is in line with the Decree-Law adopted on 11 December, which provides for a cumulative increase of 11 per cent for public employees between 2025 and 2028.
The Basque Government stresses that, although the arrears will be paid in January, the final increase will be fixed by the formal receipt of the updated tables of the Ministry of Public Service, which will be the one for 2026 (administrative step necessary for the permanent integration of the increase).
The Government recalls in the note that, in the absence of a new State General Budget, the planned increases for 2027 and 2028 must be approved independently.
