The maximum income for access to protected rental housing will be increased to €46,463
The Basque Government will approve tomorrow, with the Decree on Urgent Measures , the "social shield" in the area of housing . Among other things, the fee to be received by the owners will be 700 euros and higher in tense areas.
The Governing Council of the Basque Government will tomorrow adopt a decree on urgent housing measures A, which "strengthens the social shield" of the Basque Country to deal with the residential emergency and "prioritizes the improvement of programmes" for access to affordable housing by rental claimants.
This was reported today by theHousing and Urban Agenda Counsellor, Denis Itsaso , who said that the decree amends twelve existing rules so that "public housing policies adapt to the new market reality, increase coverage, make instruments more flexible and respond more quickly and efficiently to those who currently have greater difficulties in accessing decent and adequate housing".
Among other things, the conditions for access to protected rental housing will be changed, so far applicants could have a maximum annual income of €21,100. From now on, this barrier has been raised to €46,463 .
In addition, owners who rent their home in the Bizigune program will receive a higher fee: so far they have received a maximum of EUR 675, and from now on they can receive up to EUR 700 per month.
In high-voltage areas, they will receive 95% of the average price of the Rental Market Statistics.
Reference price index
On the other hand, the Official State Gazette (BOE) published on Monday the resolutionofthe Ministry of Housing and Urban Agenda establishing the reference price index for rent for Bizkaia and Álava, established in Gipuzkoa since 2025, with the aim of "limiting" rental prices in all municipalities declared to be high-voltage areas.
Thus, from tomorrow, the price index will be available on the website of the Ministry of Housing. To know the reference amount of a dwelling, it will be necessary to include in the questionnaire the cadastral reference or the full address of the property, along with other data.
According to the data disseminated, the average rental price in Bilbao is between 700-950 euros per month, in San Sebastian between 822-1,200 euros and in Vitoria between 624-813 euros.
