The Basque Country Transport Authority has agreed on a protocol to coordinate inspections and sanctions on VTC services.
The three Member States of the Autonomous Community of the Basque Country shall have the power to punish offences committed by vehicleswith a licence issued in another territory (VTC), for example, if the offence has been committed in Gipuzkoa, the company may be punished by the Foral Institution of that territory, even if the vehicle has a licence to operate in Bizkaia.
At its meeting this morning, the Basque Country Transport Authorityadopted a protocol on which bodies should punish infringements of driver vehicle rental services (VTCs) in order to "act in a systematic and coordinated manner and provide legal certainty".
Most of the transport powers of the Basque road network have been transferred to the foral sphere since 1985, unlike other communities. The Department of Sustainable Mobility of the Basque Government reports that the agreed document responds to the need to regulate the supervision and control of the conditions of service provision.
Possible infringements include failure to pre-contract services, failure to communicate the service electronically, or non-urban travel .
