The Sectoral Bureau will consider today Osakidetza's proposal to improve the conditions of the medical community
The document proposes a new model of guards, improved breaks and a progressive salary increase of up to EUR 300 per month. The Basque Medical Union has assessed the content of the agreement, but maintains the indefinite strike called by the Framework Statute for September.
Osakidetza has presented a proposalfor an agreement for the medical collective which will be discussed today at the Sectoral Health Bureau with the aim of improving the working conditions of the optional staff. The document includes changes to the system of guards, measures to facilitate conciliation and a progressive pay improvement of EUR 300 per month.
The proposal is the result of bilateral meetings held in recent weeks with the Basque Medical Union (SME). The Health Adviser, Alberto Martínez, has defended the need to adapt the organisation of health work to the new needs of the system and has shown Osakidetza's willingness to make changes to alleviate some aspects that have led to a conflict with the medical team.
The main measures include recognition of the hardship of guards, the revision of the bookkeeping system and activities to facilitate the reconciliation of work and family life, as well as the equalization of different levels of care and the progressive improvement of guards' pay.
In particular, the proposal guarantees rest after face-to-face guards and localised guards with night activity from 22:00. These booklets shall be counted as actual working days and shall not be recoverable. In addition, the booklets for guards held on Fridays, Saturdays or public holidays may be enjoyed for the next 25 days, and extraordinary booklets are provided for the accumulation of guards.
The text also adds the Fixed Productivity Supplement to the calculation of the hourly price of medical guards, which will gradually increase the salaries of guards to 38% by 2028.
Another novelty is that the age of the doctors is gradually reduced, and from there they do not have to make guards, since they will be 50 by 2030. There is also the possibility that on the morning of the day of the guard they will not work during the week (recovering that day on another afternoon), or that the weekend guards will be divided into two 12-hour shifts.
In addition, Osakidetza envisages a progressive salary increase of EUR 300 per month for all physicians, which will begin to apply from 1 July 2027.
The Medical Union of the Basque Country believes that the proposal represents significant progress, but maintains the indefinite strike planned for September, which is due to the lack of agreement with the Ministry of Health on the negotiation of a specific framework statute for the medical profession, an issue which the Basque Government continues to negotiate simultaneously in the field of Basque health.
Keys to the proposed agreement
- Guarantee the bookkeeping of on-site guards and localized overnight guards from 22:00, which shall be regarded as actual working hours and shall in no case be recoverable.
- Take the Friday, Saturday and Eve booklets 25 days after the guard.
- Extraordinary reserves of accumulated care.
- Introduction of the Fixed Productivity Supplement in the calculation of the hourly price of guards, exclusively for medical personnel, updating the annual pay tables and recording a progressive increase to 38% of the guard price by 2028.
- Gradually reducing the age of exemption from care to 50 by 2030.
- The option of not working on the morning of the day of the guard during the week (recovering that normal day in the afternoon) or choosing to start the weekend watch at 2 "half-guards" of 12 hours.
- A salary increase of EUR 300 per month from 1 July 2027 is planned for all doctors in Osakidetza.
