Eusko Jaurlaritza and Donostia City Councilhave launched a public competition 0 withtheaim of amending the General Management Plan  (PGOU) and revitalizing the urbanization of the Amara-Easo railway environment.

The Mayorof Donostia-San Sebastián  Eneko Goia and the Housing and Urban Agenda Counsellor of the Basque Government, Denis Itxaso, have stressed that thanks to this project "the greatest urban transformation in the area of protected housing in the center of Donostia-San Sebastián will take place in the last two decades."

A specialized jury has analysed the seven proposals submitted to the competition, assessing architectural, social, economic and urban criteria and rewarding innovation, architectural quality and respect for the identity of the city.

The first prizeof the contest, with 50,000 euros, has been forthework 'Habitar el bosque urbano' by Padilla, Amado Martín , which, according to Counsellor Itxaso, is "a contemporary, youthful and fresh proposal that respects the 19th century plot of San Sebastian." It also offers a large park and about 400 multi-purpose homes.

The second prize, endowed with 15,000 euros, has been forthe work "Kalerik kale plazarik plaza" by Ander Gortazar Balerdi and Ibai Usandizaga. It has been defined as a "radical" proposal with a "metropolitan vocation" and has "references to the Montparnasse tower in Central Europe (Berlin) and Paris."

The third, for 12,000 euros, has been won by Juan Beldarrain Santos "Sewing City with Green Thread" , who has sought inspiration in Sainz de Oiza. He has presented a zigzagging building with a large central space and equipment in the park.

These are thethree proposals that will move into the second phase  . The objective will be to select a drafting team capable of developing the Punctual Modification and Detailed Arrangement of the PGOU da. It will also have to have an "inclusive and sustainable approach" that will allow the opening of new public spaces, equipment and mobility solutions to better connect the city.

Citizen participation is essential in the process. The Basque Institute of Architecture will organize exhibitions and activities to collect suggestions.

The exhibition of the winning projects will be part of the 2025 Muga Biennial, which will be open to the public in the old fire station on Easo Street.

Both Goia and Itxaso have stressed the importance of housing being protected and accessible. "We don't want to make money, we want it to be viable," said Goia.
