The Attorney General of the High Court of the Basque Country has called for "greater rigour" in the reports on prostituted minors
In a committee of the Basque Parliament has presented the Report ofthe Public Prosecutor's Office of 2024 Carmen Adam has denounced "a certain lack of diligence" in the investigation of cases of minors in prostitution networks, "considering them to be permitted contacts".
The Attorney General of the High Court of the Basque Country ( TSJPV), Carmen Adan, has called on police officers to "be more rigorous" in clarifying possible crimes involving minors who have been prostituted as victims , since there has sometimes been a "negligence"in considering them to be" consenting relationships ".
Adam appeared before the parliamentary committee this Tuesday to present the 2024 Prosecutor's Report .
The prosecutor has stated that "many social workers" have transferred to his office that, in most cases, when the Ertzaintza is informed of alleged abuses and the use of minors in drug trafficking and prostitution networks, "there is some negligence in the investigations".
This "neglect" denounced by social workers is mainly related to offences related to the prostitution of minors, "presumed to be consensual relations", and has therefore called on the police forces to "stricter" in the "reports" relating to prostituted minors.
It emphasizes that these are not activities that can be taken "lightly" and reiterates that police forces must be required to be "more specialized" in this area.
The Chief Prosecutor has pointed out that, at the time of the closure of the report, the juvenile judicial police teams have not yet been formed and that he hopes to improve their activities.
In this regard, he has lamented that the first "shock" and "disappointment" came with allegations related to the camps in Bernedo , Álava, that the commissioners had not reported the facts to these specialized groups of minors.
Offences committed by children under 14 years of age
With regard to the number of offences committed by children under the age of 14, he noted that last year was 16 per cent of the total number of offences committed by children under the age of 18.
It opposes lowering the age of criminal responsibility and argues that the right path is to have specific programmes for the care and protection of minors from public administrations.
The Attorney-General has argued that in order for the Public Prosecutor's Office to be able to propose the participation of these minors in these programmes, it is necessary to file a prior complaint at the police station, and has regretted that these allegations are sometimes not carried out because they "exclude" them from the police stations because they cannot be criminally charged.
Adam has also mentioned bullying and asked schools to send all their data on potential cases to the Public Prosecutor's Office for investigation.
