The highest football body applied Article 27 of its Disciplinary Code ex officio for readmission to Balogu and ordered the automatic suspension of the American player's punishment for one year.
Balogun received a red card last Wednesday in the 16th game against Bosnia-Herzegovina after stepping on the back of the leg of one of his rivals.
According to FIFA regulations, anyone who sees a red card cannot continue to play the game, nor can they participate in the match next.
The US president welcomed the decision on the social network Truth Social and thanked FIFA for "doing the right thing" and abandoning what he described as "great injustice."
