The City Council of Vitoria-Gasteiz urges the Spanish Government to recognize the "principal and direct responsibility of the State" for the events of 3 March 1976 in the Alavesa capital and the 1978 sanfermines in Pamplona.
The plenary of the CityCouncilhas approved the motion tabled by the associations Martxoak 3 and Sanfermines 78 Gogoan\ u00A0, which aims, among other things, to recognize the "victims of Francoism without Fraco" . The PNV, EH Bildu and Elkarrekin Podemos voted in favour, while PSE-EE and PP abstained.
The facts referred to in the motion are mainly two: on the one hand, the police killed five workers participating in an assembly in the Alavesa capital on 3 March 1976, and on the other hand, the police who shot Germán Rodriguez in the head during the riots of 8 July 1978. However, account is also taken of the events and murders in other towns and cities during the protest of these two events.
In particular, the motion calls on the Spanish Government and its President, Pedro Sánchez, to make an official statement "at the highest level" recognizing the responsibility of the State in these two events.
In addition, the text calls on the "competent institutions" to take "real and definitive steps toguarantee the right of victims of state violence to the truth andtoopen the necessary doors to justice and reparation so that similar events do not recur ".
The initiative will also be taken by the associations to the other municipalities linked to the two main events: Pamplona, San Sebastián (where a young man was shot dead by the police in 1978 while taking part in protests against what happened in Pamplona), Astigarraga and Basauri (where another person died in 1976 in protests against the murders in Vitoria).
