UCO cites PSOE as the "origin" of all payments for Leire Díez's network
In the report, agents of the Central Operational Unit of the Civil Guard detail some of the alleged payments and give several examples.
According to the Central Operational Unit(UCO) of the Civil Guard, the money used to cover the expenses of the group allegedly led by former socialist leader Santos Cerdán and former militant Leire Díez, as well as their logistical or staffing needs , "came from the same source: the PSOE."
This is the conclusion reached by the officers in a statement in which they stress that Santos Cerdán, then Secretary of the Socialist Organization, authorized or ordered "all payments that may have been obtained in connection with the matter under investigation".
In the section entitled "Financing and logistical management of alleged criminal activity", the UCO cites the PSOE as the "source" of payments, for example " those intended to pay for Leire's activity ", which amount to" at least " €43,225, although other travel or rental costs for vehicles "could not be calculated".
In "many" cases, investigators believe that the companies involved and false billing were used to conceal the actual origin of the payments, with two examples: the 16,000 euros received by Díez through the consultancy Zaño of former socialist leader Gaspar Zarrías, and another 27,225 euros from the firm Oliver Gruppe of lawyer Ismael Oliver.
Both are under investigation in the case conducted by the judge of the Santiago Pedraz National High Court on an alleged plot aimed at destabilizing judicial cases affecting the Government and the PSOE. The judge considers that Zarrías and Oliver acted as "substitutes" for channelling payments to Díez through their societies.
UCO has also received several interviews in which Oliver asks Díez how to invoice and what "concept"he should put in "one invoice or another." Díez replies: "In the mother house, for example, legal and commercial advice. And in the other, I think he should also put advisory work."
According to the UCO, the payment made by the PSOE to Oliver's study would be conditional on the party "signing a notice of commission" sent to counsel by the party, which Díez allegedly sent to the lawyer after receiving it from the "boss" in referenceto Santos Cerdán.
The note established as "contractual object", as "consultative", "advice and analysis, background analysis and working meetings, in which opinions and legal consequences on commercial documents are given orally, and an assessment of facts for possible disputes to be assessed by the client".
The document was signed by the socialist manager, Ana María Fuentes, who has also been charged by Judge Pedraz.
Finally, the UCO has stressed that it does not know whether this lawyer "collected other additional payments from the PSOE", although it has stated that "they cannot be excluded", since he took over the defence of his former adviser Koldo García "on behalf" of Santos Cerdán and Díez, and the party told him that "he would pay".
